Abstract
The subjective measurement scheme is simple method to judge the quality of restored MPEG data after communication and decompression. The drawback of the method is that the result of evaluations depends on the choice of people and group, and may cause instability. The measurement costs could also be reduced by computerized automation. On the other hand, the objective measurement scheme based on the RGB parameter cannot evaluate the subtle difference of details that might be easily distinguished by the human eyes. We propose an objective method to evaluate digital movie quality according to the evaluation functions defined based by the characteristics of human vision. The method is based on the technique used to separate the moving part of the data
