The Research of Construction of "Peak Capacity" in Public Crisis Management

The substance of public crisis is related to the process of governance, and how to get a clear understanding of the circumstances and the mode is the key to the effectiveness of crisis management no matter in crisis or usual. Generally, the management of department have to face the problem of distributing the resources in crisis, it is the challenge to the government . The paper attempts to build a scientific system of quantitative indicators and an analytical framework to explain the "peak capacity" in public crisis of government, with the aim of increasing the self-protection capability of a region or a city in the face of sudden attack.
