  • Abstract
    Stationary traffic on busy roads can present a safety or security risks. This paper reports on an automated algorithm that detects vehicles that have stopped. It is designed for outdoor use and is extremely robust against lighting variations and occlusions. The algorithm performs well and it is tested against several state of the art techniques.
