Abstract :
The development of low-carbon economy in western region of China will help the western develop from traditional extensive economy to resource-saving and environment-friendy economy. In this paper, symmetrical evolutionary game model is applied to calculate the extent cost for the adopted low-carbon economy, the penalties for enterprise environmental pollution ,the courage and reward for the enterprise using low-carbon technology, all of which are directly related to whether the enterprise use low-carbon technology. Finally,the game will be evolved to the enterprise will use low-carbon technology consciously ,and the government don´t need to increase financial subsides intensity to enterprise for low-carbon technology, meanwhile, both the government and the enterprise will achieve a win-win to realize the low-carbon economy.
