The Research Report on Institution Old-Age Insurance Reform

For a long time, the Old-age Security System between the government and the enterprise has been in parallel track, which not only causing enormous financial pressure and hindering the normal movement of labor, but also seriously damaging the social justice. In order to break the "fragmentation" of the Old-age Security System, the institution old-age insurance system reform has started in five provinces and municipalities since last year. In this paper, through analyzing the views about this round of reform program from all walks of life, the writer set out the disputed points. Furthermore, based on the reform situation of the experimental areas, the writer summarize and elaborate the key issues which determine the success of the reform.
