The construction of two-oriented society is a complex process with multiple levels and dimensionalities, based on the central elements, it mainly proceeds on the dimensionalities of the economic development and social ecology, the social development and cultural ecology, and the social development and institutional environment. The purpose of two-oriented society is to realize the congruity between person and person, between individual and society, and between human and nature, whereas the corruption totally contradicts it. On the level of social public management, to understand the three relations and precisely control the direction of two-oriented society development is the key to its final success.
