Abstract
In response to global climate change, protect the global environment security is a common challenge for governments. Carbon dioxide, methane and other greenhouse gases gathered in the atmosphere. They are from the transportation, industrial and agricultural hindered heat release. Temperature increase, bringing droughts, floods, rising sea levels and other potential damage. Therefore, this paper discusses the government management function in the dimension of global carbon emissions control functions and effects.
