  • Abstract
    In this paper, we analyzed the internal and external factors of SMEs´ technology innovation and the corresponding economic and social benefits, on which we established an evaluation system on SMEs´ technology innovation capacity. The traditional extension evaluation method is extended to multilevel extension evaluating method. By combination of objective and subjective factors´ weight adjustment and altering correlation function, the objects are evaluated on multilevel, meanwhile, the sub-indicators are classified and sorted by levels. Dalian High-tech SMEs are evaluated here by multilevel Extension Evaluating Method, conclude their composite evaluation value, so that we can offer scientific instruction to the government and in SMEs both in designing technology innovation strategy and discovering obstacles in technology innovation.
