Abstract
Inter-organizational information systems (IOS) are the expansion and extension of Intra-organizational information system. The application level of IOS depends on the development stage of the partner´s IS capability. The paper first divides the organizational IS levels into 4 development stages as, functional, inter-functional, process and inter-processes. Then in accordance with the corresponding relations divides the IOS into consultation level, cooperation level, coordination level and collaboration level. The level of dedicated IOS application is resolved by the organization with the lowest capability among partners. Increasing the overall application level of all business partners will have impact on the business performance of organizational collaboration.
