Abstract
After a thorough analysis on the recent mass incidents in China, the author found that, the communication between each aspect with the core role of local government has played a very important role in the occurrence and development of mass incidents. Accompany the social transformation process entering a critical period, the sensitivity and complexity of local government communication are continuously increasing, which makes the communication more multidimensional and network-like. Based on the case study of "11.17" Longnan mass incident, this article analyses the reasons, influencing factors and the development mechanism of mass incident from the perspective of governance, and tries to construct an innovation model of government communication.
