  • Abstract
The process of globalisation of the economy and technological development has brought great challenges to markets, production and work, especially in the field of innovation. To face these challenges, state policies and guidelines of multilateral financiers, (UNESCO, World Bank, OECD, among others) adopted strategies for the development of the information society, a political-ideological term proposed by UNESCO in 2003, which grew up with the process of neo-liberal globalization, with the objective of accelerating the opening and self-regulation of the knowledge society.
