Abstract
This paper discusses China Light and Power Company operating criteria and the generation reserve requirements of the interconnected system including Hong Kong Electric Company and Guangdong Electric Power Holding Company. Emergency actions in the areas of generation reserve application, under-frequency load shedding, under-frequency system decoupling scheme, voltage reduction, manual load shedding, controlled load shedding and blackstart are described. The power system simulator is used as a principal tool to train control engineers to take appropriate emergency actions during power system disturbance
