In order to analysis the mechanism of accidents in shipping industry, the SHEL model is introduced. The relationship among the major elements in the ship´s safety management system can be clearly described by this model, and human is regarded as the most important factor in improving the safety of ship. Based on the research work of Shanghai Maritime University, the fallibilities of seafarers are analyzed by which managers can find out more effective solutions for ship safety management.
