Abstract
Since 2000, Tumaini University, Iringa University College (IUCO) has been implementing an ICT plan which was aimed to create a stronger learning environment by use of ICT. The plan was divided into separate subprojects for its implementation. One of those subprojects called IPSP 2001-2003 is the object of this study. The phases of this technical subproject involved creation of the local area network and an up-to-date computer classroom in the college campus
