In this paper the system engineering method is applied to extract the capability factor type of entrepreneur to establish the expanded sand cone model; and further with this as basis, core competencies of entrepreneurs are identified and assessed against relative intensity, as well as entrepreneur core competence being analyzed and evaluated; finally with the help of quadrant segmentation method, entrepreneur capabilities are classified to design a set of training scheme for core competence of entrepreneurs of Wenzhou manufacturing industry.
