After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The international labor division has changed a lot. In the global value chain background, industries spanned country boundaries, which changed the nature of country´s participation in international division. Against the backdrop of global value chain, the by-country industrial competitiveness evaluation system based on final products is failing. This paper argued that the research should focus on the corporation itself, and measure the contribution of different types of firms. Using global value chain theory, this article investigates the international competitiveness of China´s apparel industry.
