Abstract
Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In this paper, we analysis from the reasons for the delay duration, the impact of delays, the use of the progress of analytical methods, the progress of dynamic control theory methods to research the construction delays in control of summing up the status quo at home and abroad, in the study of existing examples of foundation engineering construction , combined with our construction projects, network development trend of the value network theory, used in construction project management control process, for the theory of value-based network construction project schedule control, a range of issues analysis and research.
