Abstract :
The application of the entropy theory in system´s imbalance is proposed. Use evaluation indicators as random variables and adopt equivalent transformation to change them into corresponding probability distributions. After that, combining the Theil index to use inequality of the indicators to figure the weighing. The application is to make a quantitative evaluation of the imbalance degree of the Beijing-Tianjin-Hebei regional knowledge capability. The result shows that Beijing´s regional knowledge capability is above Tianjin and Hebei´s a lot. The imbalance of the regional knowledge capability didn´t change in the recent 5 years.
