After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper reviews the evidence about the system obstacle with the development of Chengdu-Chongqing Urban Agglomeration. There is a strong need of changing the old mechanism of taking administrative region as boundary of resource allocation, and setting up cooperation and harmony system of regional overall planning. So this paper analyses the system innovation and policy guarantee in the harmonious development of regional economy.
