Abstract
The study on risk management of energy cooperation is much more in risk identification and risk handing than in risk predication such as risk assessment, but has not yet raised the concept and theory and methods of valuation explicitly, even without effective risk assessment system to guide risk prevention, and need further investigation. In this paper, the author proposes a new way of thinking risk management of energy cooperation on the basis of a literature review: firstly defining the concept of International Energy Cooperation Risk: A complex system perspective, secondly building an Indication evaluating system of risk to estimate it, lastly proposing effective control and prevention measures.
