Abstract :
Regional human capital competence model named "Pyramid Model" is established. It is agreed that regional human capital competence depends on forth major factors and they are human capital stock, structure, performance and attraction. In terms of "Pyramid Model", the evaluation indexes system of human capital competence is built up. Human capital competence of Chinese provinces, autonomous regions and municipalities directly is evaluated and analyzed by means of principal component analysis. The research and facts show that regional human capital competence and economical development reinforce each other and interact, that economically developed areas generally pay more attention to Incentives to human capital and that it can be carried out from the four aspects of human capital stock, structure, performance and attraction for regions to upgrade human capital competence.
