Abstract :
Community energy planning (CEP) is an important stage of building energy efficiency. According to the principle of integrated resource planning, CEP can be conducted by setting target, estimation of available resources, load forecasting, optimizing energy system and evaluation of environment impact etc. It is a key step of estimation of available resources is a key step in CEP. The paper introduces four methods to evaluate resource potentials, such as gross technical resource potential, Behavior energy conservation resource potential, Cost-effectiveness resource potential and zero efficiency potential. Assessment of gross technical resource potentials is the starting point in the CEP. Assessment of cost-effectiveness resource potential is criterion to optimize allocation of energy resource system.
