The sustainable development of cities has become an important part of social sustainable development. Because of the nonlinear and complicated characteristics of urban disasters, it is necessary to adopt new concepts and research methods, and design comprehensive, holistic, and integrated urban management models. The article points out the three main subsystems of an urban disaster management system, namely the synergetic management subsystem, the information management subsystem and the law and regulation subsystem. It also analyzes the main tasks and operation models of each subsystem.
