After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

City is a large-scale compound system of society-economy-nature and a regional synthesis in which the factors of people, resources, environment, society and economy are highly dense in order to attain integrated and centralized benefit. City emergency management is a social project to guarantee the safe and highly effective operation of city. To achieve both the theoretical and practical leap of city emergency management, it is in urgent need to enhance the deep research on the rule of city operation and development and also needs to disclose the inner mechanism, operation mechanism, spatial structure and evolvement rule of the emergent public affairs and accidents in city operation, which forms the scientific basis in theory and methodological support in practice for establishing an emergency command system of city operation scientifically and effectively.
