Abstract :
This paper discusses the development and execution of the co-sponsored air combat command, directorate of conventional munitions requirements and NAVAIR-526, warfare analysis division joint direct attack munition (JDAM) cost and operational effectiveness analysis COEA. JDAM, a precision guided munition capable of off-axis delivery by various aircraft, is a response to a mission need statement (MNS) requiring greater precision in attacks against fixed, high value targets under adverse weather conditions. This paper describes the complete analysis process leading to the conclusion of this study, including the many analysis tradeoff decisions along with the rationale behind them. The COLA discussed is predominantly a campaign level COEA with emphasis on the general employment of the JDAM weapon, and the effect of that employment on the various measures of effectiveness. The impact of the rules of engagement (ROE) on the outcome of a 2010 time frame campaign is examined. The paper discusses the difficulty of achieving a realistic campaign analysis, while at the same time defining a tactical employment philosophy. Examples of the difficulties arising in cost assessments, and impacts of ROE on the differences between optimized force employment and managed attrition are among the tough issues described
