According to the aspirations and requirements of all sectors of society, to deal with the current social conflicts correctly, especially cadre-mass contradictions is a key link to relax and resolve social contradictions. Cadre-mass contradiction is the conflict between cadres and masses, which caused by conflicts of interests in the process of dealing with the social problems, the formulation or implementation of government policy-making. This paper aims to build information transmission on the social contradictions in the government decision-making with the public acts of interaction mechanism of evolution of the mechanism through the analysis of information transmission channels, modes and functions between public people and government.
