The insurance companies usually classify the debris-flow disaster as "uninsurable". This paper proposes a new way for disaster insurance, which is the micro-insurance plan based on risk degree of debris flow. The micro-insurance plan, which can overcome some disadvantages such as adverse selection, moral hazard and high expenses for insurance management, is quite suitable for residents to participate in disaster insurance of debris flow in small cities or towns of China. Based on the risk assessment, this paper takes Dongchuan city in Shengou basin of Yunnan province as a case study to show the feasibility and risk countermeasures of the micro-insurance plan. When the property in different risk zones is insured, the micro-insurance plan based on risk degree of debris flow is made with some additional conditions, which can reflect the disaster features in specific regions and embody the principle of fairness. What\´s more, the micro-insurance plan will provide a new way for the development of disaster insurance in risk regions of debris flows.
