Abstract :
Electricity de France is now developing new tools for power system monitoring and control, so-called `CASOAR´ program, with new national and regional control centres new data transmission equipment and new power plant control systems. This will be achieved in several stages, leading to a more and more integrated and automatic control of the power system. The first stage will improve real time knowledge of the system state, with new analysis and decision aid tools. Then, daily power planning updating during the day will be achieved. Then, using the results of the previous stages, a new closed loop secure automatic generation control (AGC) will be implemented. The authors describe the development state of this closed loop secure AGC, including the basic concepts; the scheduled software organization, a description of the simulation models built up and used in the development process, and the results obtained so far
