  • Abstract
    "Carbon tariff" is a new kind of international trade tariff, which appears after countries have participated in the activity of reducing the discharge of greenhouse gases under the situation of global warming. The direct meaning of "carbon tariff" refers to impose particular carbon dioxide discharge tariff on the import of high-energy consuming materials. However, "carbon tariff" has other deeper meanings for the imbalances of technology and capital existing in carbon discharge and carbon neutralization among countries. We should realize the necessity of carbon tariff scientifically and objectively, raise awareness intellectually, draw on the experiences of foreign carbon tariff collection, obey WTO rules, seriously analyze the practicability of the national carbon tariff collection, make analyses and researches on the range, program, form, tariff type and tariff rate of carbon tariff collection and establish a carbon tariff system in accordance with the actual situation of our country so as to deal with the carbon tariff problems in the national trade.
