Abstract
Based on the theory of traditional DEA, we built a super-efficient mixed DEA model, which, together with the optimal partition, builds the super-efficient mixed DEA cluster model. This model can simultaneously deal with those evaluation indicators meeting the cone and that does not meet the cone, by removing the decision-making units of self-constraints, we obtain the absolute sorting of index for the relative efficiency of decision making units, and also solve problems like that many decision-making units are judged to be relatively effective as the result of excessive evaluation index, that results evaluation model in failure. It is demonstrated by an example that the model can be used not only to reasonably and effectively evaluate the efficiency of city circular economy, but also to determine sensitive factors that can improve efficiency of city circular economy. It is of great help for government to improve their efficiency of city circular economy.
