Abstract :
Lack of water is an urgent problem to be settled. The application of river basin water allocation mechanisms helps to allocate water reasonably and efficiently and harmonize the relation between government and market in course of river basin water management. Based on the changes of river basin water allocation mechanisms, the paper get three conclusions: (1) river basin water allocation mechanisms should be an adjustive, innovative, and adaptive process of water-rights-coursed changes and marketization-oriented reform. (2) river basin water adaptive allocation mechanisms should be a dualistic one between administrative allocation and market allocation. (3) the key to river basin water resources adaptive allocation mechanism lies in adaptation of microcosmic agents and emergence of water system which was verified by simulation on the platform of Swarm.
