  • Abstract
    This manuscript discusses a new approach for estimating cost adjustment for projects that are billed using function points. The baseline for estimation is assumed to be a set of projects with known effort and delivered function points. The proposed method uses the concept of variable productivity and builds a framework based on best unbiased linear estimator to accurately estimate the needed effort for future projects based on the delivered function points.
