Abstract
A new method for reliability assessment and performance based incentives of power distribution systems is presented. The reliability estimation is based on a Monte-Carlo simulation of the system average interruption duration index (SAIDI). The normal distribution resulting from the simulation is used as a base for a performance based incentives scheme. In order to create an applicable model for supervisory agencies, a set of tools are used to transform geographical and operational parameters to reliability variables which are used by the simulation. The new approach is demonstrated on a case study and aggregated to the entire distribution system of the Israel Electric Corporation (IEC).
