Abstract :
The new public management theory is the crystallization that a whole set of principles, techniques and methods for private enterprise management applied to the public section management. According to the new public management theory, management is the key factor of the social development and the sustaining economic growth. To effectively manage the labor factor, by the use of sophisticated information technology, organizational skills, commodity production and technology in the form of material appearance is the assurance of progress in the social productive forces. The new public management theory emphasizes on the political property of management, praises the management of liberalization, advocates market-oriented management, and promotes entrepreneurial leaders. The programmed control, standard considerations, continuous improvement of the party building management can be achieved by teasing, integrating and optimizing the party building management in universities and innovating in the ideas, regulations, management, processes and systems according to the new public management theory. Integrating the party building management into various tasks in a mechanism is good to make the party building management from the "soft" management into the "rigid" operation and enhance the quality and level of the party building management.
