Study on the Development of Dumbbell Model of the Human Resources Matching Industrial Economic Upgrade of Wuhan

To raise the development level of the industrial economy in Wuhan is the essential path to carry out the reform of modern industrialization in Wuhan, since industries as steel, mechanical equipments, cars, and electronics etc. are the foundations of the economy of Wuhan. The core competitive power of the industry usually comes from human resources (HR), especially from those with creative ideas and with strong adaptability. So the paper makes a deep study of the human resources in Wuhan and designs a HR dumbbell model adapt to the development of the industry in Wuhan at present. Also, the paper puts forward that the HR dumbbell model can be well developed only on the base of co-actions among universities, enterprises and governments and explores their respective roles and actions.
