Abstract
It is closely related between innovation ability of scientific and technical personnel in universities and personnel assignment system of scientific research in universities. The paper analyzes the disadvantages of personnel assignment system that restricts scientific and technical personnel innovation in China´s universities, namely insufficiency of direction in personnel management system, insufficiency of scientificalness in talents selections system, inefficiency of rationality of benefit allocation system etc. Thereby, based on these disadvantages, the paper tries to construct a new personnel assignment system for promoting scientific and technical personnel innovation in China´s universities, that is, to care for their sound mind and body, to concern about their material requirement and to pay close attention to their spiritual demand.
