This paper explores the interplay of ethical, market and regulatory issues underlying the transition experiences, and discusses the need to identify and develop best practices to enhance the ethical business environment in the important energy industry. It also encourages the IEEE Power Engineering Society and other professional engineering societies to play an active role in rebuilding confidence in the integrity of the energy industry and solicit suggestions about how federal regulators can help.
