Abstract
Summary form only given. Much of the work available seems to take as a given that community networks will be based on set-top-box terminal equipment and the cable television network infrastructure. In contrast, we believe that true community networking will only be achieved when the terminal in the home (or school, library, etc.) has the full power and flexibility of a general purpose computer and the underlying network provides an open “common bearer” service
