Abstract
Based on the four health criteria, the present indicators closely related to people\´s health, and studies of the United States, Canada, Britain, Japan and other countries on indicators of health inspection, the article develops a system of health cost estimation indicators, in which health status indicators proclaimed by WHO and health development of the "11th Five-Year" Plan laid by Ministry of Health are taken into consideration as well. Besides, the method to estimate the cost of Healthy China by 2020 is obtained. Methods used in the paper are Delphi method, attribute listing method, induction and deduction method, countries comparison method and so on. According to the study, the forecast of health cost by 2020 is between 8.45 trillion Yuan and 8.94 trillion Yuan with a 10% GDP growth rate.
