Abstract
This paper discusses the reliability issues in performance based regulation (PBR) of the electricity supply industry in Hong Kong. To extend our previous work, the reliability index of the system represented by reserve margin is modeled and projected with the spline curve fitting technique. The simulation shows that the utilities should still maintain the reliability level in the assumed performance based regulation regime taking into account the future price and revenue flows. In addition, some other quality monitoring issues in PBR are also investigated
