The analysis of trade-offs between competitive priorities is one of the core issues in operations strategy research. Schmenner and Swink propose a theory of performance frontiers to unify trade-offs findings. Vastag offers explanations of the inputs and outputs of the theory and argues that the operating frontiers are more important than the asset frontiers. Our research makes two important clarifications on the theory of performance frontiers that prove that the quarrel between them is immaterial. Based on the clarifications, this paper introduces the concept of time performance frontiers that regards the relationship between time and cost as target trade-offs and offers a different interpretation on the theory of performance frontiers. Under the guidance of the new theory, the consequence space with the two attributes of time and cost is deeply discussed, the processes are analogous to those in literature but in a totally different context. Then, we develop a systematic procedure to facilitate the implementation of time-based competition. The analysis framework is suggested for determining why, when and how time-based initiatives should be used with business requirements.
