Abstract
The paper conducted a stakeholder analysis for establishing a centralized biogas plant in Yangling, Shanxi province, China. Stakeholder positions in material flow system and their inter-relationships in the project were reviewed. Their interests and concerns of the project were further analyzed. The results revealed that lack of coordination among the indirect stakeholders, who enforced environmental protection regulations, regulated the subsidy policy and the requirement of connecting electricity to grid, were major challenges in developing the centralized biogas plant in Yangling.
