Abstract :
In Iraq ICT sector remains largely underdeveloped and plagued by numerous setbacks brought on by decades of neglect and war. Iraq´s ICT sector stands at crossroads struggling to meet growing technological demands, while being forced at the same time to keep up with technology´s relentless advancement. It faces a wide range of issues like poor quality of services and lack of basic ICT services countrywide. All efforts to improve this sector have been short-lived for various reasons, such as security situation, conflict of legislations, unstable political environment, and absence of approved ICT policy. In this paper, proposed policy for ICT sector is presented. It is based on scientific analyses of current status and the playing factors affecting QoS and penetration rates of provided services. Proposed solutions, ideas, and recommendations for individual ICT sector problems are submitted. In addition, logical analyses and discussions, are presented, on criteria of adopting given FTTX (Fiber To The X: Home, Cabinet, or Premises) technique to achieve policy targets.
