Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Shanghai, targeting to world city in four aspects, is now confronted with gradually drastic global competition. To tackle with that, we should not only make suitable positioning strategies, but also see clearly the condition and standard of ourselves. The authors put forward the indicator system of international cities, and also give advices in balancing planning for shanghai.
