Abstract
The improved modeling of thermal plant governor response results in reduced overall contribution of thermal plants to the correction of frequency and a corresponding increase in the contribution from hydro plants. This is especially critical in the WECC (western electricity coordinating council) because thermal plants are predominantly in the South, and most of the hydro generation is in the North. As a result of the new and improved thermal governor modeling, the accurate modeling of hydro governors in simulations assumes a greater importance.
