Abstract
This paper provides three major contributions. First, motivated by the need for a network of intelligent agents within C2 experimental settings, a brief overview of modeling techniques for the design of a network of C2 role agents and integration environment of test bed for C2 organization are provided. Second, techniques for modeling the decision-making processes of C2 role agents in task selection and resource allocation settings are presented. Third, the congruence model of organizational behavior is advanced, which is based on the degree to which different components of the organization fit together. And also quantify the performance of an organization based on this model.
