Abstract :
In recent years, the Southeast Guizhou has been developing quickly in industrial economy. But its industrial structure is mainly made up of energy-intensive and heavily-polluting enterprises such as coal-burning generating plant, metallurgy, building-material enterprise, chemical plant and papermaking mills. The industrial dust and industrial sulfur dioxide have severely impacted the quality of atmospheric environment and living condition. The major industrial pollution sources are mainly concentrated in ferroalloy industry (58.4%), smelting industry (15.7%) and cement-manufacturing (12.4%), and distribute centrally in kaili City and Zhenyuan County. Therefore, based on the analysis on industrial pollution situation, under the guidance of recycling economy theory, through the analyzing on the connotation of recycling economy, the following five innovation paths of the prevention and control industrial pollutants are put forward: (i)to make traditional industrial parks ecological upgrades, constructe and manage circular economy industrial district according to high standards; (ii) to construct the circular economy industrial chain relying on the industrial cluster; (iii) to construct the recycling system of industrial water, implement wastewater reuse; (iv)to strengthen collection, disposal, supervision and management to industrial solid wastes, improve the comprehensive utilization level; (5) to strengthen technical innovation, popularize advanced and applicable technology.
