In the tourist area of low-carbon development process, relevant stakeholders include investors, managers of tourist attractions, government, travel companies, tourists, competitors and other relevant groups or individuals. we can differentiate them from the importance and urgency and initiative on a comprehensive analysis of its three dimensions weight. After a comprehensive analysis of the various stakeholders of the weights, we can sort, tourists attraction manager > government > travel companies > visitors > investors > competitor > other supporters. In fact, the tourist attractions of low-carbon development between stakeholders is not simple, but complex, which led to the main focus of discord is due to the uneven distribution of benefits due, and should establish a coordinating body to promote the interests of various interest stakeholders harmony and coexistence. Based on the above analysis, we build model of low-carbon development of tourist attraction based on the stakeholder, shown in Figure 1. Model, low-carbon development through the establishment of support systems for the construction to provide a full range of low-carbon support, and finally reach a target system, mainly including carbon emission reduction, improvement of low-carbon policy, evaluation model of low-carbon attraction.
