Abstract
Specific to the ecological environmental features such as high relevancy, severe industrial pollution and low sewage treatment level of the waterfront cities along the Songhua River Valley, this paper, brings forward the ecological disaster and risk management modes(RMM) to adopt the basic strategies to strengthen the integral coordination of the valley, take the multilayer government control as the main form and apply the mechanism of participation of the citizens as the supervising protection.
