The quality deterioration in the ecological environment as well as the desperate lack of resources calls for the urgent realization of sustainable development. Administrative management system is not only an important guarantee for the implementation of any law or any regulation, but also a major driving force for innovation, especially for the scientific and technological innovation. Furthermore, it is also an effective measure to implement the strategy of invigorating the country through science and technology as well as an important guarantee for citizens to participate in national and social affairs in an active and equal way. In China, many issues concerning it such as administrative interference, administrative detention as well as function dislocation arise, which greatly hinders the economic sustainable development.
